So this games sessions will occur in Quests player made and run adventures that should take 2-4 weeks worth of sessions.
Players may make their own adventure and submit it and the associated rewards to myself, once approved other players will be allowed to start the adventure. After the map is decided and district maps are made I'll happily close those for players to include the city in their adventure. Also side note you are not allowed to create adventures for you and GM's will be making them too!

another idea is that DMs should reuse some basic quests but with the option to modify them mid way.

or a random quest system using something akin to our current hunting/encounter system where a gm can just roll appropriate encounters for "random quests"

I don't like this idea of generating the quest as it happens because honestly that took way too many tables and charts. Now if we had a way to randomize a quest outside play time then use that go ahead but I'm not going to continue to have 15 charts up and roll dozens upon dozens of D100's taking a hour of the play time away to do that for a weeks movement.
My hope is to draw upon players creativity and GMing abilities in smaller increments of commitment than is expected of GMs to keep this game running with new and interesting content.

Ya that would be what I would consider random generation prior to players entering it. But of also like it to last a tad longer than go kill 5 kobolds.

it feels like the realm of calimdor is changing from a sorta multiplayer kingdom game into a new world for the pathfinder system and im really liking that switching it up from tribal wars to an actual tabletop rpg
on a sorta related side note i think gms should be given the power to ward rolplaying exp for exceptional character playing and interaction and the rp section of the forum should be backstory journals and long range messages though this would basicly remove rp gold

We can instead use the forums for "job posts" that players can accept (still reinforcing the "players-cannot-play-their own-made-quest-rule"). The job post will say how many different groups can take it (any, 1, 2 or 5) and what the reward will be (favor, gold, specific ingredient, etc.). Basic job posts can then be used by players to design more complex jobs (like making a new medicine to address a small outbreak of disease none of the magic healers can cure or getting into the inner circle of a certain guild). I like the idea that all the quests are intertwined. Once we have a list of guilds, factions and whatever shakers and movers in calidor, we should have REP points (similar to PFS faction points) that we accumulate (or go down if we abandon quests or fail to complete it) and get corresponding incentives as you go up the tier in dealing with those guilds.

Not sure about arbitrary RP rewards but we are trying to encourage RP as much as we can

I really like the idea of a smaller world to begin with because it gives Knowledge (Local) a use and it allows more RP! Also we won't need ravens because we'll have couriers.

Not sure about arbitrary RP rewards but we are trying to encourage RP as much as we can Would you at least consider something like Prestige Awards (PA) from PFS? Your faction and guilds you have interacted with will give you REP points. You get bonuses depending on your reputation with your faction or that guild.
