The issue of horse and vehicle movement has been discussed ad nauseam. I think we all want the same thing so I put up a proposal to see if we want this and we can adjust limitations of different mounts later. I am not discussing if its wanted, I know it is from the prior discussions. I am Proposing a Solution and seeing its reception. Once it is Ironed Out I will put it to Vote for submission to the Councle.

Normal: ANY Movement Cost MP according to current rules. docs.google.com/file/d/0BwYdWgkObduKdTVLS1B1eks5X0U/edit pg 12 Proposed Change: Units with enhanced movement may as a standard movement on Hexes that are Plains or Desert move multiple hexes acording to the chart below. On Hexes that are Mountain or Forest AND Border a Plains or Desert Hex on AT LEAST 2 sides you can move as thoe you were one tire lower in mount speed. The Standard Cost will be determined by the Hex of Destination. Restrictions: A parties movement is restricted to the slowest members movement and will not affect movement on Swamp, Jungle or Water Hexes, Only methods of Ground Based Mount Movement are affected by this rule. Mount Speed | Terain | Hexes Can Move | Less than 50 | Any | Normal | 51 to 70 | Plains or Desert
| UP TO 2 Hexes | 71 and Up | Plains or Desert | UP TO 3 Hexes | Less than 50 | Any | Normal | 51 to 70 | Mountain or Forest W/ Border of 2 Plains or Desert | Normal | 71 and Up | Mountain or Forest W/ Border of 2 Plains or Desert | UP TO 2 Hexes |
