There isn't a River terrain type, which should be or some movement penalty attached with a tile with a river going through it (or to a hex directly in line crossing the river....
Bridge*
A Bridge allows your Road hexes to cross rivers.
Cost: When you build a Road in a hex that contains a river, the doubled coast of the Road
includes the cost of bridges needed to cross the river. You don't need to build a Bridge as a
separate unit; it's listed here for reference only.
* So do you need a bridge to negate the river penalty?
* Does partial river constitute partial Movement penalty (going around the river)
* Movement cost +2 or flat double?
Just something I found that hasn't come up, or hasn't been fully addressed.

We already have that. If road passes through a river, it costs 100g more. I think the penalty is either having the road, at extra price or not having one.

if i can swim the river as fast as i could walk would that mean i dont get a movement penalty?
