What's the xp penalty on advanced / monstrous races?
I saw something about 50%/75%, but I didn't know if that was a xp rate or xp reduction.
I'm also curious why it's a flat xp cost instead of a level adjustment, as with xp percent reduction, the effective level adjustment actually increases by level, which would seem to suggest that racial abilities increase in power as they level, when the opposite is generally true. Is just to say that "we really don't want you to use a non core advanced/monstrous creature, but if you really want to you're allowed to suffer for it?"

The system is a bit in the air in my opinion. There is a 75% reduction to XP for player created races that have monstrous traits and a 50% for those that have advanced traits.
There is no level adjustments for other races. There are some races that have over 15-20RP but because they are in the books and not player created they are not affected by the XP reduction or level adjustment. As of now there is no point, besides flavor or role play, to choose humans or other "normal" races.
The GM's should really take a look at the system.
