I think I have decided on using CC3 to make these maps. It will be the easiest to scale properly and, in my own opinion, will be easier to teach people over photoshop.
I am sure others will agree with me here.
However I am looking into learning dundjinni which may work better later, I think it is important to get this process started now.
So please if anyone is interested in assisting with the map making process please get your hands on a copy of CC3 with City Designer

I would definitely want to assist with that, but i have nnever designed anyting in my life so i need a lot of lessons

If you have a copy of CC3 I can teach you the basics, but I do request you go through the tutorial built into the program first. It will save me a lot of time.

I got my nice little CC3 going, but mid making my map I lost all of my graphics to put down, I can't figure out how to get them back.

Got that fixed, I feel like the drawing options keep shifting and changing is that dependent on which sheet I'm using?
