I've talked with a few magistrates about my own proposal that will solve this entire problem of crafting experience that will satiate all sides.
For each successful day(Not successful craft, successful day) of crafting, the crafter alone earns experience equal to his/her level*50. Thus a level 1 can earn 50 exp a day, totaling 350 experience a week. At level 2 it becomes 700 a week, so on and so forth. Despite the implication one might think of, this is not going to be an easy way to level. It is a very slow but safe way to level up as a crafter, since your time is consumed by crafting and you won't much have the time nor ability to go out and get real experience. Even later on when this gives more experience, it still won't change much.
All information below this line are examples used in time it would take to level up. All information you need to know on the system is above the line. Thank you.

One example to look at is trying to get from level 19 to 20. You need 950,000 experience, almost an entire million. With crafting, you get 950 experience per day with crafting. This is a system that is well balanced to ensure fairness.
Still not convinced? Then allow me to put the fears of crafter's power-leveling through the game to rest.
Going from level 1 to 2: 2,000 experience needed. 350 experience per week. 2,000/350=5.7 This means that it would take you 5 weeks, as well as most of your 6th week to be doing nothing but crafting to get from level 1, to level 2.
Levels 3 to 4: 4,000 experience needed. 1,050 per week. 4/1=4. 4 weeks to get from level 3 to 4.
Now I want to slam home the fact that this isn't some super-powered experience monster, because I know there are people who are utterly convinced of this.
I've power-leveled my crew not once, but twice from levels 1-3 in a matter of two weeks each. 4 weeks for 2 level-ups for two different people. In order to do the same with crafting, each person would need to craft for give or take 10 weeks. 10 weeks, almost 11 for one person(Bare in mind we're on our 10th week right now.) To get to level 3, whereas I can get my guys to level 3 in 4 weeks, less than half the time.
I rest my case now. This is perhaps the fairest system we could come up with for crafters earning experience at such a rate that they can still level but it being low enough that it fits into the "no-risk Exp" range of things.
