Well then for example then I would suggest this then. I would suggest if a city makes 500 per week a occupied city would cost the the nation 500 gold instead of making 500 gold for occupation costs to keep order. At that point a player in the city will make a diplomacy roll to increase the loyalty of the city. If its made the cost the next week will be 250 gold pieces. This process will continue to increments as followed.

Now a town will start at 250 and a village would start at 100. The checks will be a DC based on how long its been occupied and possibly how long the war has been between the two factions. Longer wars increase the the DC as well as the amount of PC players killed in the war.
For example the base DC could be 15.
+1 point for each week the countries have been at war.
+1 point for each PC killed during the conflict.
-1 point for each week occupied by the other country.
-1 point for each upgrade done on the Hex as the new nation rebuilds and provides jobs and wins hearts and minds.
+10 for history of burning down cities
+5 for sparing some cities while burning others
+0 for a history of sparing cities.
+5 for executing prisoners of war
-2 for releasing prisoners of war and treating them justly.
+5 history of dishonorable dealings (such as backstabbers disloyalty, disregarding the rule of law.
-2 History of Honorable dealings. (uphold treaties, respect the rule of Law.)
If any check is failed then it simply stays the same for another week. However if the roll loses by more then 10 the degree of trust lowers and if already at 500 the city riots. PCs will have to run a urban encounter to reclaim the city.
