Proposal: That a single player can move his/her movement for the week alone with out having to pay to make a new party. Instead the player must have enough rations and Animal feed to survive. Other wise they begin to starve or need to spend time hunting for food. Hunting will also now provide rations based on a survival check.
I propose this because there is no earthly reason that any one person would need to pay 500 gold before they could wander off on their own. (baring bizarre local rules or an outstanding fine.)

Unless I misread the rulebook, and similarly have mistakenly witnessed in Roll20, no one is charged 500g for solo travel or doing a solo "hunting" party, it's in fact common and free. (If I am incorrect in this, feel free to let me know, but I've seen factionless nomads without a penny to their name hunt freely)
Now, the concept of a one-man land search costing 500 gold still makes sense. In many ways, the gold cost is not paid to feed/maintain the party. From the rules:
Which implies that the cost is actually paying out to the crown for the legal right to search and claim the area.

yes well i am talking purely about travel and hunting. not about land searches. they should cost 500 gold at least.
And at the moment it is unclear if going off on your own is the same as forming a new army. a new army costs 500 gold to form and 25 gold a week for upkeep. So I want to clarify this so there is no confusion in the future.
I too thought that going on your own was free but the magistrates said it was unclear at the moment. So I had to argue for my character to be allowed to move on his own without paying 500 gold. While they kindly allowed it on the basis of logic I said I would make this proposal so that we might make it very clear what a solo person has to pay to travel alone. I think rations are a reasonable price.

The cost Aegis is talking about isn't for going hunting. He was splitting off from the main group he was with and going somewhere else and the GM wanted to charge him 500g for starting a new group which is a part of the rules. The issue was that Aegis was only like 2 hexes away from his capital and was moving to the capital and he felt that that should not cost 500g which I agree with but it's important to note the GM was not charging him for hunting. The GM was charging him 500g for starting a new party which is a part of the rules.

It would have been paid out of the factions coffers

500 is pretty steep just to move around as a party. Staying at a good inn is 2gp a night and food is in the silvers. Plus if someone isn't part of a faction how are they paying to move around?

Rulebook 1.3 Page 13-14 states:
If an adventure party has not reached its destination at the end of a week, an ‘Army’ icon is placed on the Realm Map to designate the location of the troops/adventure party. An Army may exist in an unexplored hex without land searching it, or in the hex of another country that has granted permission for the Army to enter its land known as the ‘Host country.’ For every week of an Army’s existence, the owning country must pay an immediate upkeep cost of 25 gold. In addition, the Host country must pay an upkeep cost of 25 gold per week if an Army is located in any of its hexes. An Army may be dissolved at any time for no cost; also, if an Army loses an Offensive Action (Land Search or Invasion) it is automatically dissolved. If an Army is in the hex of another country and the Host country denies further permission for travel, or refuses to pay the upkeep cost, the country owning the Army may choose to use its Offensive Action to invade the hex the Army is occupying; alternatively, the owning country may choose to dissolve the Army at no cost. An Army is a representation of the offensive might of its owning country and may continue to move normally and launch Offensive Actions as long as it is does not lose an Offensive Action and the upkeep is paid. An Army may also be used defensively to defend the hex it occupies, but this is considered to be the owning country’s Offensive Action; if the owning country is unable or unwilling to use its Offensive Action to defend its current hex, then the Army is automatically dissolved. If an Army is occupying another country’s hex; that is under attack by a third nation, it is the decision of the Host country to decide if the Host country’s forces or the forces of the Army will be used to defend. A country may create or Host as many Adventure parties or Armies as it wishes so long as it can pay the appropriate upkeep each and every week.
So if you did not reach your destination then there should not have been an incurred cost. Also as of so far I have not seen the 25gp per party costs coming out of Faction coffers.
The Land search is 500gp for upto 3 persons and 250gp for each additional person.
I infer this as actual armies set on siege or marching to siege.
And as of yet there is still no concrete way to purchase goods and services for resupply.
I do I fault the Magistrate for making that call at the time, many rules are still being fleshed out.

well as they let me do it without paying the 500 and i plan to deduct 2 day worth of rations from my sheet it is all good with me.
Also its stated somewhere that the towns do have the ablity to supply you with the most basic of goods(ask clout) so food should be of easy availability there.
Worm I know that if we don't get down the rules for single movement then people will keep having problems so I did what I promised and made this proposal. Now I would like it if people would Add any ideas they have for this or any logical objections. If nothing pertinent can be said I will be moving to have this proposal brought to a vote in 2 days time.
