Lets just start with the lower bracket for now, and then try and get the other one later like the lower one becomes towns and the higher one comes from cities.

But... thats what boosts are for. If you are good enough, you get to avoid negatives. Like imagine it. You have a guy with incredibly high Knowledge (Local). He not only knows where to go to find what thug, but he knows how many times they go to the can. He should not make the mistake of finding something he doesnt want. If you have knowledge local, then you are supposed to be able to walk to the correct part of the city to find what you want. Imagine how bad it would be to have a high level rogue who knows the city inside and out, but instead of finding that Vampire he was looking for, he finds a dog. (Example. I know dog and vampire are in different sections) Also, I see alot of votes, but not as much participation. Please tell me what I have to do to make you change the vote to yes the thing is a 5 in knowledge local is knowing some local pubs +20 is knowing when the thugs crap and i think this compromise will work lower the dc of each effect by 5 each that works for both of us i think

you sold me on the brackets idea but im still of the opinion of some harder/weaker fights mixed in where they dont belong to really emphasize this is a world where random shit can happen

Well, if we are changing them around, might as well change them around. Dice are random, and since higher no longer means stronger, we should be good now.

So... how would u get a city encounter? Because a city is only one hex, this is the city equivalent of hunting.

I don't really know that, but if it is going to work like hunting I guess you could specify that you want to hunt in the city instead of in the wilds. Also there are specific charts for specific areas in the city on that link he posted. I think City Streets and Slums are two of them.
