now this isnt a proposal to make cr specific areas but i think it makes sense that the lands bent to the will of the great races with huge citys built on them would try to keep the area around them relatively safe my sugestion is that we craft a diferent hunting/encounter chart for the capital hexes and the hexes surrounding them(extends to city hexes as well) the chart would be more geared to having weaker enemy's but still having some creatures that can solo while a party the current balance in the hunting chart is basically 50/50 chance of something a lvl 1 party can beat this cart would be more 80/20 something the party can beat
id like both sugestion on how to improve on this and some sample charts if people want them keep in mind hunting charts have 1-30 you find nothing and the chart must be mixed with high and low cr creatures spread out

Disagree. I think we need cr brackets. This way a lvl 1 rolls in a cr 1-5 bracket and while still can meet hard enemies has more of a chance. Alternatively a group of 5 lvl 4's can roll in 5-10 bracket hoping for a cr of 5 or 6.

He doesnt, but I say we put the bracket idea to a vote. If we have enough people that want that, I think Clout will agree. Remember, its not about realism. Its about fun.

I agree with this here, and also have to point out that strong and powerful monsters don't live in groves. They're rare. If they were common, there would be no commoner class, as they would have all been eaten by hordes of dire bears. Realism tells me that CR encounters should get higher as the party leaves towns, and that resources should get rarer the farther out from towns you get. In the beginning at least. I'm planning on our mines turning into small cities, since they're resource and manufacturing sites and those tend to attract workers.

a normal everyday bear is cr 4 high cr arnt that uncommon

I'm not trying to be rude Akie but have you taken a look at the rule book? Mines can't turn into cities.
You seem to have issues with making an idea and then wanting the rules that effect dozens of people to adjust for you. It would be easier for you to either work within the current rules or propose ideas as problems occur so that you can prosper in your niche of the game.

Sentar, clout and I have discussed the idea of allowing resources to turn into cities as we both thought it was a realistic idea.

Oh I was unaware of such things, I have grown midly upset with people joining this campaign and wanting it tailored to what they want with no regard for the process or the people already existing in the realm.

Oh I love that this game is an evolving game, but people who want to completely change the game because it doesn't fit there character are getting on my nerves. The thing that is bothering me is that they don't make a proposal and expect the GM's to accommodate them and give them privileges

The thing that is bothering me is that they don't make a proposal and expect the GM's to accommodate them and give them privileges I have noticed quote a few people ccome in and do that, the most recent one that was prolific with it being Dax. But thankful they for the most part just fade away soon enough.
