I propose that we use an encounter system based on time instead of movement.The initial chance for getting an encounter should be 10% and double for every day of travel giving the pattern 10%, 20%, 40%, 80%, 100%. This should ensure that everyone generally gets the same amount of encounter regardless of whether they're on mountains or roads without completely dropping the "random" in random encounter. I would also like to allow parties the option to look for encounters while they travel which would make the initial chance for getting an encounter 20% instead of 10%. This will give the pattern 20%, 40%, 80%, 100%. However using that option will cost the party an extra movement point per 3 hexes traveled to represent the amount of time spent looking for encounters during travel.
My other idea is to reduce the chance of having an encounter in civilized lands. To do this I believe there should be a -10% for an encounter in hexes owned by a faction, a -25% for hexes containing a village/tower, a -50% for hexes containing a town/keep and -100% for hexes containing a city/castle (note that these values are not cumulative, you use the highest [lowest?] value).
Tell me what you guys think, I think I'm on to something and would really appreciate the feedback.
