So while I love to hack and slash I also love to RP. gaining XP from social situation seems to add a bit of balance to those that fight and those that socialize. In any country both have their place.
I propose we setup a system similar to how hunting parties operate in which a chart is developed with different possible creatures/events that take place in which the social arena is used rather than the physical. This takes place in cities, villages, towns and replaces hunting for those tiles. The idea would be to rp and pass skill checks based on the more social skills.
Thoughts?

The problem with rp is that it is very subjective and might cause the dms to make calls that may not be universal. That being said skill check focused events and encounters could be interesting.

The rp portion comes in the form of justifying the non combat rolls/checks. For flavor but mechanics should be based on skill checks. Explaining why a diplo check makes sense for a situation as opposed to bluff... If there was such a system it would however require some work.

Well since the game has PVP we do our best to make sure that there is no chance for bias.Everything is mechanical and roll based.

The encounters for social events would work something like a modified skill challenge Here is a potential chart. Resolve Points: Resolve points equal its total hit points. Resolve points are tracked separately from hit points. Influence DC The DC to "break" an opponent's resolve is equal to 10 + lvl + Will save modifier. A creature's attitude towards the target modifies the Influence DC as follows: Animosity: +15 Hostile: +10 Unfriendly: +5 Indifferent: +0 Friendly: -5 Helpful: -10 Resolving A Social Challenge Basically, characters act in initiative order, "attacking" the opponent's resolve. You can use any persuasion skill you wish to attempt to influence the opponent (Diplomacy, Intimidate, Gather Information, Seduce, Torture, Bluff). If your roll beats the opponent's Influence DC, you deal 1d6 damage + Cha modifier to the opponent's resolve. For every 5 ranks you have in the skill you used, you increase the damage by +1d6. If you wear an opponent down to 0 resolve or less, they agree to your request or are persuaded by your arguments. An opponent who has no agenda can simply choose to refuse any requests or persuasion if they reduce the opposing side to 0 hp or less. After being defeated in a social encounter, a creature or character gains back 1/2 it's total resolve points. If you fail to influence a creature in a social encounter, you cannot attempt to persuade it again for 24 hours. In some encounters (especially against generic NPC crowds), you may wish to treat the entire opposing side as a single entity, rather than as individuals for each additional person increase the Influence DC+2 This would include a roll on the scenario chart Social Encounter Chart (Standard) d100 01-30 Nothing 31-40 Random Encounter 41-42 Gnoll 43-50 Goblin 51-55 Human 56-60 Treant 61-65 Pixie 66-70 Harpy 71-75 Demon 76-77 Angel 77-85 Troll 86-87 Owlbear 88-89 Centaur 90-00 Reroll, Results are made Crowd/Mob 1d6 additions After which the attitude is rolled d100 01-10 Animosity: +15 11-30 Hostile: +10 31-50 Unfriendly: +5 51-70 Indifferent: +0 71-90 Friendly: -5 91-00 Helpful: -10

Aren't the DMs working on quests or something? That's likely the best place for you to get in good social encounters.

If this is how you want to play why not just make a dipomatic sorc and just befriend all of your encounters?

because it isn't the only way I want to play? Having options might not be a horrible thing.
An issue with this is the lack of danger. Perhaps limiting the option to once or twice a week?
