Custom races have become quite controversial and many systems have been proposed to correct for their current advantages/disadvantages. Perhaps we should start by addressing a more important question. Do they belong in the Realm?

I think custom races are great as long as they're balanced properly. It lets people play the characters they want. Looking at Ismark, they are a perfect example of why I think custom races should be allowed.
Edit: Also, the Silverscale combine, because some of the scaly things they mentioned don't appear to be core material. I like seeing factions populated by what would normally be considered monster races.

I would like to point out that I play a Custom race and will be the first to race change should they be dissalowed...Also given the confusion and controversy I am voting to dissalow them...yes the guy who plays a custom race is saying get rid of them.

Personally, I vote no. Yes, custom races have their problems and I think there should be more requirements and basic rules set-up to correct those problems; but I see no reason as to why Calidor can't be a supremely racially diverse area as long as a solution is made to the issue of custom races.

I say we keep custom races but only if some sort of level adjustment/xp penalty gets implemented to races that have more RP.

I don't really want to add the min maxing of more advanced custom races I see them as a flavor option more than anything. I mean there are some limits to the races in pathfinder and I want people to play what they want but I don't want the doors so wide open that everyone has made their own race that has highly min maxed stats.
I like rules as is, but I would like to strip a few of the more powerful traits of the high RP Paizo races.

Sentar, I think we all agree that we need more stringent rules to balance higher powered races and to prevent min maxing. I hope that the assumption of the "no" option is that these rules / guidelines will be reached, and that they are worth reaching.

We have to rely on the player base and the GM making fair decisions on whether something should be allowed or not. If something has a 26d8 breath weapon or can fly 200ft. in a round, then the GM should just go ahead and say no to it, even though it fits within the builder rules.
