normally it takes 500 gold to make a party this includes hunting party's but what about hunting on the tile of your home city can i and others hunt on it without paying the 500 gold as each night we just return to the city

I would imagine hunting on a city tile will cause a hefty penalty to encounter roll because animals generally stay clear of settlements

clout has said that "its 12 miles you can hunt there" to me when i asked for my first hunt but i would gladly accept a hit to finding animals it seems like a fair trade off

Where do you see it costing 500Gp for a hunting party? That is only listed in land exploration as far as I can tell.

clout has said its the cost for making any party it basically for food ans logistics so we don't die out there

Land Searching is an attempt at the acquisition of unclaimed hexes of land through exploration.
Any country may Land Search as their Offensive Land Action. This requires a written
declaration to the High Magistrate from the country’s Liaison with the coordinates of the
unclaimed hex to be searched one week prior to the attempted search; Land Searching also
requires the accompaniment of a Ranger. Land Search battles are fought according to Adventure
Rules. Land Searches cost 500 gold pieces for a 3 person party, inclusive of the required Ranger;
additional participants may join the party at a cost of 250 gold pieces per person.
