I think that over time the Realm of Calidor community should make encounter tables based on environment and effective party level. I think this would reduce the amount of times people are forced to run away from encounters that are impossible to complete. I believe that if we keep the charts we already have, lower level parties will have a hard time progressing and high level parties will get tired of having the wizard meteor swarm yet another band of hobgoblins. This isn't to say there won't still be a small chance for a third level party to get ambushed by a Great Wyrm, my intent is just to reduce those odds.

Liked your last idea about movement time. Not a fan of this one. There is a specific reason that I will not allow this to happen. This is meant to simulate a real living world and not TES Oblivion. Don't fret. One day the world will be filled with instances (as in dungeons and quests) that are meant for certain party levels and the random encounters will be nothing but free xp... except for the random Great Wyrm.

Alright, this is acceptable. I can wait for modules to provide players with a more diverse world. For now I can tolerate running away from hoards owlbears every now and then.
