An idea I had. Perhaps for later in the game. Just wanted to put it in pen.
If a party encounters a...well encounter and decide to flee currently the baddies stay in that hex until defeated. I suggest that perhaps some of the baddies will travel one hex each week. If they approach on a occupied hex it becomes under siege. The direction of movement will be determined by a 1d6 roll (there are exactly 6 hex's bordering a hex)

I already found a bug to report on that. Since fleeing is easy, as far as i know, and player are more likely to move faster (due to the current rules) than the monster, than one can just walk around an enemy's territory and issue a siege of monsters against that territory without actually having an army, since the monsters are most likely to move towards the area. Even if the direction this baddie takes is random there is going to be between 1 and 2 out of 6 chances it moves towards the enemy territory.
Likewise, one could make a "lucky wall" out of random encounters around their territory. Since the chance is only 1 or 2 out of 6 to move towards their territory, or even 0.5 if the territory is properly made, the monsters will most likely guard the territory like a "living wall".
The only way i could see this happening is in the form of events set by the GM. Like, [set date here] the grand dracolich Maltheus comes to ravage the lands. He appears at [random generated spot on the map here] and begins destroying the land. Each hex he passes through which is not owned by a faction become "his territory". In that territories, undead versions of the random encounters spawn and a cleric/oracle/witch/druid is needed to cleanse the land before it can become normal land again.
Or, anyway, something similar. You get the point.

I like the idea, but such would be an issue since usually enemies are fled from because nearby nations didn't have the ability to fight them. Take Valencia for instance, if such a rule came into effect then their forces would be crushed by that Banshee that's right next to their capitol.

Yea i understand that, thats why i opened with "perhaps later in the game"
Plus not every enemy would roam. Banshee's tend to remain in the place they haunt therefore would not move.

By that time we should have developed cities with guards posted and all. It is more of a concern for your resource hexes. Except dragons, dragons will fuck us up

I could have killed one. its the other three that would have eaten our party. Hell i might be able to kill two but that would be touch and go. 4 with only one other heavy to keep them from eating the casters? yea that's a no go.

I think if we started with some weaker creatures and put them in areas away from the cities and let them roll 1d6 3-4 times a week and randomly travel based on that. They could run into parties like that.
